A dull, scuffed look that comes back after cleaning usually means the finish itself is worn and a fresh coat is what's needed, not more cleaning product. Visible bare wood, especially in the center of each tread where feet land most, means the finish has already worn through and refinishing (not just recoating) is the right call.
